How about you have the Brits move first, but with all of their units, but one, having zero movepoints.
That one unit will be a fighter that'll attack a German plane, thus making the Brits make the aggression first.
Perhaps a make aggression event on turn 1 forcing the Engilsh to attack the Germans, will null the defensive Anglo-American alliance.
Just random thoughts here, nothing tested and confirmed.

Yep!
Starting off with the Brits is a good thing!
You get about 5 spitfires to control, at the start.
And you can try to destroy a few bombers before the battle of Britain attack comes!
I will add a few more spitfires to defend Plymouth, and I will remove those Forts around London...
Alsp I will fix some colonial food shortages!
I had a few turns as the UK, and there is a good seige mentality effect as you try and hold off the Bf190s and Stukas!

*Scenario now begins as the Britsh civ.
*New wonder - Atomic Research Lab (3000 shields) buildable with 'Atom Research III'.
*New wonder - Atomic Bomb Tests (2000 shields) buildable with 'Atomic Tests III'.
*Surrounding forts of London removed - City should be harder to conquer.
*Various mini-tweaks.

I got this playing as the U.S. -- the city advisor tells me to "build a new Aircraft Factory, to help expand the RAF!"
Maybe you should change the "RAF" to just generic "air force."

Lhasa is in the far south of Tibet, not the far north. Lhasa is reasonably close to Kathmandu. Thimphu is also really far away from where it actually is too, which is again also close to Kathmandu.
I'd suggest losing both Lhasa and Thimphu and replacing them with cities in Korea. Tibet and Bhutan in all respects, didn't really matter that much during the war.
Korea would make for much more fun fighting in the Chinese-Korea area.

I'll change that advice file RAF reference...
The two scn files are soon to become just one, the UK-D3 file is the one to play.
I might take your advice with Tibet, etc...I just needed a city or two to fill the large city deadzone in that area.
Question is, who gets control of any Korean cities?
Also, how are y'all finding the unit balance?

Comments(i am still playing with the old version).
The Lancaster and B-17 can wreak havoc(i suppose this goes for the Amerika).Its okay that they easilly obliterate AAs without flak support, or ground units, but the Mesersschmits can't stop them in any way.
Perhaps if you'd increase their defense by a point?
The Josef Stalin is overpowered too. I lost 2 Koenigstigers and still didn't take one of the beasts out.
It was in a fort on grassland mind you. I say reduce its firepower to three.
The AA defenses really pose no problem to ground or air attacks. Even if supported by flaks. either give em a point of def more, or make an upgrade available(88s or something).
And more importantly....
There are 240 turns in this scenario. I am at turn 78(1946) and have conquered most of Russia and Africa, albeit at heavy looses.
As things go i can have 100(!!!!) more turns to prepare for an ultra huge invasion of the U.S , 55 more turns to conquer the whole continent and still have time left.
IMHO 80-90 turns should be the limit for a ww2 scenario.

I second the comments about the JS2 - the King Tiger should be more powerful but have worse mobility. As for the poor defence of the Me109, it gives a good simulation of the desperation of the Reich under the bombardment of the US and UK heavies; it also gives the impetus to build better aircraft. If you had a free slot I'd suggest having an FW190 in there, but you don't, so...

Tweaks are continuing apace, I am trying to streamline the tech progression to coax the AI to choose sensible advances.
This way the Germans and Soviets will keep choosing their special weapons techs, as will the Allies.
