There might be more levels, but my save entered into a crash loop and I don't feel like building another super-city right now (I got to 20,000 with the other side of the river empty).

I can get farther than that without even resorting to Cheat'O'Matic.

-building low-income housing is probably the easiest approach (preferably with aqueducts (figure out the optimum reservoir sequence) & baths)
-I recommend having two provincial industries to start out with (trading posts being best and ports being worst)
-don't bribe the Emperor, as this cannot be automated and it's best not to draw attention to oneself

I cracked the water stuff, but how about entertainment and defence? My people are always complaining that there's no entertainment even though they live right next to a colosseum, and no defence although there's a barrack two blocks away! Arrghgh!
It is a wonderful game though.
BTW, which provinces would you recommend me to start with? I usually like Campania, Gallia Cisalpina or Illyricum...

-Are the houses or the Oracle complaining? If it's the houses, look at their third tab under Entertainment levels. To get 9 you need all three types (Theatre, Arena, Circus), but most neighbourhoods can get by with one or two. Secondly, check the entertainment overlay option for the main map. Oh, and add more Entertainment if it's the Oracle.
-Initially you should sprinkle a few praefectures about. Once their walkers get around, your security will be at yellow levels on all the nearby roads. Later on you'll have to build a fully enclosing wall (rivers count as walls, roads can be build on top of them) and add a few baracks. In a year or three your security will be red all over the map.
-Personally, I like the island maps for their compactness.
