Editing for Civ3

In the Civ3 forum, FIRAXIS asked the question of the nature of scenario editing we would like to see in Civ3. I know most here are the experts in designing/creating scenarios and thought it would be good to get your experienced input instead of some losers who only want an in-game cheat menu.
