Sir Thomas Moore is the Chancellor of England at this point, the second most powerful man in England, and could easily order anyone's arrest except the King. The young man who will eventually betray him, and perjure himself at Moore's trial, condemning him to death, is leaving. Even at this point in the film, he's a little weasel.

I wonder if anyone in the Bush adminstration has even seen the play, let alone the movie. I guess that's what you get when your President says:

We'll have to wait to find out the whole truth on this incident. Anyway, I expect we will not have what is left of our civil liberties much longer when this war returns to the States. People seem to prefer security to liberty so it is only a matter of time before we are safe in our little cages that we have made for ourselves.

We'd love to (the US getting in bed with that regime should be criminal). But then we would be unable to board aircraft (certain peace activitists have found themselves red-flagged as possible terrorists in our new, anti-terror semi-secret, or at least inaccessable to citizens, data-base), investigated by law enforcement as disloyal, have all our emails tapped, our library records searched, and possible have secret warrents executed against our house via a secret court that can sign off on them (these are all LEGAL under the US Patriot Act). We are a Republic, not a Democracy. It means once a President gets elected, especially if his party controls one chamber of Congress, then he has four years of more or less carte blanche. It's scary.
