But if the deal worked like any other it would automatically end upon a declaration of war then you would never have a problem with a base in "enemy" territory it would revert back to the owners use and your forces would be automatically bounced back to the closest neutral ground. If you decided to the country from one of their own bases however the resultant flip would destroy your forces (call it the obvious and overwhelming response you would expect from the local army, militia police and population).
And if relations were tense between your two nations then the base is going to cause a major thorn in the side and possibly a catalyst for war. (think Britain in china). This just adds to the realism of international alliances/ relations.
