Forcing Civil Wars

I want to add an event in my scenario that would force a civil war during the 6th turn, is their anyway I can get this to happen?

This wouldn't guarantee a civil war, though. For that to happen, you need a number of conditions to be fulfilled (which I am too lazy to hunt for right now, but that you can find on this forum).
