Is Hotseat avail with CtP2 w/ patch?

Hi there. My version of CtP2 is updated to 1.1 and I have downloaded the 'servers' patch to allow internet games. My question is this. In the old Call to Power, after you patched it, you were able to play a Hotseat game with a friend. Is that option not avail with CtP2? I do not have it as an option. If this silly question has already been answered please point me to the proper post. Thank you all for your insight and help.
