Perhaps we should completly retool them to become the spy gods?
Eg every 1 spy counts as 2, come with 2 at the beginning, "Build spy" order buils 2,
with minuses being cannot issue aggressive orders to non-democratic players unless they have attacked you first, and cannot nuke democratic players unless they've issued aggressive orders against you first.
Or one could do a killing "Must Declare War" rule for democracies....But that's too big a minus IMO.

Propaganda itself is too overpowered. For example, nuking someone removes one city from the target. So thats a total of 1 city multiplied by however many nukes you send out.
Propaganda removes one city from the target too. But it then increases your own cities by 1 as well, making it twice as effective as nukes are.

2 cities is way overpowered. But let's let the democracies fight it out and in the meantime we can come up with a way to balance the govts. Or we can do what I said we should do last time and use the NW1 rules but with spies added.

Personally I'd rather just get rid of propaganda and govts and revert back to original rules, but with spies added. Too difficult to balance.

You could remove propping altogether. Unfortunately, this takes away Demo's only advantage.
I'd propose making propping probability-based--that is, for govts other than Demo, you'd need to roll a 1 or 2 on a 1d8 to pull it off. For Demo, it'd be a 1 or 2 on a 1d6 (or 1d4!) instead.
Or keep it as is, but Demo players start with 2 cities?

For general rules, I think that Democracies should have to post their orders in public. I didn't think so at the beginning, but seeing how powerful they are..........
And no...this doesn't have anything to do with the fact that I just got creamed by a democracy

if I might make a suggestion
have democracy be able to build 2 cities per turn (instead of one)
make it so that if nukes are being stockpiled, and a city is destroyed, that a nuke is destroyed also

Oh yeah....and this should go for all governments:
If you choose a sabotage mission for your spy, you shouldn't be able to carry out other orders for that turn.
Also, if you set your spy to observe, you shuold get the info prior to posting your order for that turn. That way you can act on the information on the same turn.
