Also, if you set your spy to observe, you shuold get the info prior to posting your order for that turn. That way you can act on the information on the same turn.

Thats how spies already are, but when sabatoging an opponent you should be able to act on it...or else sabatoges are almost useless.
Why sabatoge a nuke attack against you when you'll just have to do it the next turn, and the turn after that, and after that, and...

If spies are already like that, then how come Sandman could use propaganda against my two cities, and at the same time, sabotage my nuke attack against him??

Spy missions doesn't count as an order, otherwise there would be no point in using them

April 2005:
As last year, April was a peaceful mont h. Sheep, Vlad Antlerkov, Sandman and DrSpike all built a city each: Sheep: Radsu, Vlad: Corinth , Sandman: Unity, DrSpike: NerfDemo. Skanky Burns did a little propaganda on Vlad Antlerkov, who lost the cities Del os & Egesta, while GeneralTacticus managed to take the city Jerusalem from Azazel. A few minutes before Azazel retired, he sent a nuke to DrSpike's city Beer Sheva, which was destroyed.

At the beginning of the game we had the rule you can't make propaganda on another nation of same government, but since this would give a problem for Democrats to be able to declear war on each other, it was changed to this...

Wow, there are now two countries that were entirely taken apart by propaganda! First there was Pave, whose little country was divided between DrSpike and Skanky. Then, Azazel, whose nation was torn apart into pieces that went to DrSpike, GeneralTacticus, and Vlad. That, of course, not mentioning Asmodean, who was consumed in his entirety by Sandman.
