He only increased his maximum bid - which means that the auction price was still just over $970 and someone would have to put their maximum bid over $6500 for them to start winning. His ratings history seems legit too, after a quick look.

Actually, I just figured it out. He was a legit buyer who wanted this item fairly badly but quit once he discoverd it was very expensive. Above is the maximum prices put in order of when they were made.
Troll had already put a bid of 2k on when jltoolman outbid him. Over the course of a few minutes, Troll attempted to gain the lead in the auction again but gave up once his limit was reached, each time being told that he was still outbid.
