IIRC, the only other two mods that can lock and unlock in Civ2-General would be the admins-DanQ and MarkG. (Ming, MtG, and RAH being supermods, I imagine they control every forum)
There's an oldest thread, but some n00b stuck a "look hahah i founde the oldest thred" comment in it. Ruins all the fun. (I don't remember the thread itself being anything extravaganza-tational anyway)

i put someone on my ignore list once.
he's still there, as far as i'm concerned.
with all the people that i completely disagree with, or that have terrible debate styles, or that are completely irrational, or whatever. . . only one has been so disguistingly offensive that i didn't want to have to read, even by accident, anything he wrote ever again. i won't say who it is though.

Old, deleted usernames are automatically Ignored and you can't get them off--forum bug. For example, MarkG had some problems with his account once, so he deleted it and reregistered, and now all posts before then of his are autoignored. Likewise, I imagine that the mod who changed Ted's name deleted his previous account.

When a name is changed, it's still the same account. The old isn't deleted, because there is no old... just the same account with a different name

Not quite true. bigfree1 was deleted and a new account was created as BigFree with some of the stats (IIRC) transferred. Old bigfree1 messages are ignored though, as seen in the early posts in some of the game-old ISDG threads.
