ok dumb question

I have played this game for quite some time.....and have searched everywhere for this answer.

on the right bottom of the screen it says

Chinese Republic (3.1.1) I gather that it is somewhat of a rank with the other civs, but what exactly do the numbers mean?

Ps...I know this is my first thread, and post, but I have been reading this site for a while, and it is VERY helpful in learning this game.

It can't possibly be 3.1.1! More likely 3.6.1...

That's because the added values must always be 10.

And now here is what it actually means: It's yor tax-ratios but not in percent but in um... perdec

So 3.6.1 would be 30% Taxes, 60% Science and 10% Luxuries...

Btw.: I was wondering about the same thing back in the 1st Civilization
