You’re right, in SP game terms you can’t justifiably launch into a war over a Privateer. In a casually observational way though, I like to know who is building and using them, but in truth it effects me in no way. In my games, they have never shown up in any numbers to really be a nuisance and I treat them as nothing more than an upgraded Barbarian Galley - something a bit pesky to bother me on the seas.
