How do we establish a time limit for turns?

I agree with FP here, 24 hours seems a little strict. But then, it looks like 24 will be only recommended, with a default at 48. 48 should be plenty of time.
Either 24 or 48 is good for the start of the game, but there should be some exceptions: the first two turns come to mind (during which the settler might be moved or not; this and the longer-term first builds need to be discussed). Also, 24 hours seems too strict for anyone at war, but I suppose warring civs can just go towards the actual 48 hour limit.

The thing about time limits is that how are they enforcable? Are we going to punsish those that go over the alloted time? If not, then a 'time limit' is pointless. Within 24 hours should be every teams goal; in the spirit of good sportamnship, lets just call it a "Turn Time Guideline."
