Yeah... it does depend on the circumstances and who does it. I usually send a PM or Post it in the thread where the violation is occuring. But it varies by mod and mood

The true question would be which incident caused the most bans/PCRs for a group of people. Probably the area incident.

There were certain forums that existed but were not shown on the front-page of the forums. They could be accessed by using their forum-number in the address. At a guess they were forums 19 and 25.

Area 25 got more people banned/PCred than 19 because Area 25 was around for a few months whereas 19 was around for at most a few days around April 4, 2002??? and Area 25 was around from Aug-December 2000 I think... over 22 people were affected by 25... only 10 at most, I think, suffered as a result of Area 19 (thanks to Alexander's Horse's little revelation ) because allegedly they were posting porn, etc.
oh well
