I don't mean to brag, but before I'd ever shown up here I knew about oedo years.
I never, ever would have gotten the tech tree on my own (not without a serious amount of play testing).

If you play the same game a couple of times (usually with a saved game 5-6 turns forward then again from your start point) with a government change performed at different times it becomes obvious that when you do it on turn x it works but on x+1 and x-1 it don't. After that it's a simple matter of a couple of playtests.
I never really saw the usefulness, however, as I wasn't a serious player. Never bothered to figure out ahead of time my coinciding with one to avoid anarchy. Only did it while playing OCC (which again, I would never have thought of on my own).
