Depends what game you have.
Civ3=max16?
PTW=max24 IIRC
C3C=max32

Anyway it has to be done by using the editor.

Yep! As in most things, you should backup the .bix or .biq file in the main directory of the version you are using. Then open the editor, use it to open said .biq or .bix file and go to edit rules. In the 'World Size dialogue, choose the mapsize and then change the number of players for that mapsize. YOu can change for all or only one mapsize if you like. Then close, save the .bix or .biq file (ensure you have backed up the original somewhere!). Upon starting Civ3, the new rules for # of civs (and anything else you changed) will go into effect.

Well, up to 16 for the editor of original Civ3, but up to 31 for PtW and C3C. There is a hardcoded limit fo 32 civs in the game that cannot be exceeded (#32 is the Barbarians).

bear in mind that you have to be careful with map size and civ spacing if you want 31 civs. in my current game - 200x200, leftmost pangea, 31 civs - all civs started in one of four or five clusters. it's quite a shock to find your starting units with five other civs in adjacent squares!
(on the plus side, i got three free workers out of them...  )
