Interesting Discovery
In a game when you do not have a palace, and you build a palace in one of your cities you experience no production corruption.
So in theory I could have a far flung empire in despotism, and if i lost my capitol, i could build buildings in all corners of my civ with no penalty whatsoever.

It was an MP duel against Kaak. 2x2x, King, I was in monarchy. He took my capitol. Every city i tried rebuilding it in experienced no production corruption.
Its possible it had to do with the settings, but I doubt it.

The city of choice has no shield corruption while building the Palace? Obviously a hard coded gameplay "benefit" to get such a civ back on their feet at a realistic speed. Does it have exploitable use? No - although relocating a captial even without losing it in the first place often does.

As long as you want buildings in cities, keeping it on palaces until you have the right amount for which building you really want is a nice advantage. And if you've lost your capital, you need it
