The point of the Uk system(in theory) is that the courts look at the welfare of the child, the parents do not have "rights" as such. In most cases they find that continuing acces for the Father is in the childs interest, it does not matter if that Father is not giving the Mother money.
The problem comes if the Mother refuses to obey court ordered contact arrangements. technicaly she can be sent to Prison but the courts on the whole don't see this as being in the interst of the child.
Going down a mediation route which tries to remind the parents that their disagreements have nothing to do with the child is the best way to sort out these messes.
