maybe there was no mp planned at all in the first place.
Kinda like how they had no mp planned for soul calibur II, but gamers went rumor crazy when they saw E3 shot of Xbox SC2 and Xbox live written underneath it.

The first GTAs in the series both included multiplayer, and there's an unofficial GTA3 for PC mod which enables multiplayer via some "hidden" code (they had it disabled)

Which is exactly what I originally said  . Rockstar had no plans for multiplayer for GTA3 or Vice City. The 'hidden' code was never meant to be turned on. Asher, however, insisted that Microsoft was paying Rockstar huge money so GTA3 could be an X-Box live title and of course it'd be multiplayer. Nope..

There's that mod for the PC ports of GTA3/VC for MP. Its still beta, but it works from what I hear.

If they never had plans for MP, why is there MP code in the game.
And since just enabling it makes it fairly functional, it smells like politics to me...

Taking a page from Infogrames, they'll have MP on an expansion.
The exapnsion will just be a txt file on the CD, with the MP activation code.

Because they probably used some PC code stuff from prior GTA's (at least minimally), which did have multiplayer. Since they never intended MP, they crippled it.
Of course, in the end, they still did not offer multiplayer on the X-Box version... and won't offere multiplayer until, at least, GTA4 comes out.

This is complete nonsense, Imran. There's no way they could have "holdover" code from GTA3 for MP and then have it suddenly work in GTA3 by turning it on...
FYI, GTA3 isn't based on GTA2's engine, which would've been obvious to anyone who played both games.
The code was added to the GTA3 engine, fairly complete and working code I may add, that was shipped disabled for whatever reason. Sony has been known to give Rockstar oodles of cash for certain things before, so why is it so out of the question for them to pay Rockstar to keep GTA's multiplayer disabled until it can become the killer app for PS2 Online with GTA4.
As I said, it smells of politics...

If the m-player code is totally new, then why would Rockstar include any multiplayer code at all then if Sony gave them money not to? That simply doesn't make sense (and is perhaps greater nonsense  ).
The most likely explination is what I said in the earlier thread. They played around with multiplayer, then decided that it wasn't going to their liking. They wanted new, original multiplayer modes, but they didn't get what they originally wanted so they decided to shelve it, but left the basic code in, so if they could get something original thought up, they would at least have the basics still in there.
