Destroyed City - no road / railroad
I seem to remember pre Conquests that when an enemy city was destroyed a railway or road remained through the rubble of the city position.
There is certainly no longer a road or railway now with Conquests!
Is this a bug, a change introduced with Conquests, or is my memory is failing me?

no. this is different.
when a city is RAZED, it doesnt have a road there anymore, like it used to.
i ran into this in a PBEM, and just shrugged it off as a design change.

My memory may be playing tricks by I distinctly remember the 'conquering' unit parking over the razed city to heal and then pillaging the road over the tile.
In one occasion post 1.12 past, I recall distinctly saw a road to the ruins and the next turn it was gone.

I had many "ruins" on my contient and they had no roads. I have to send workers over to complete the grid. I was very happy to see this as it allows me to get rid of those ruins now.

I think any improvement over a ruin will clear the rubble, but roads is the most common.
Also, sometimes I planted my own city on top of the rubble in Fall of Rome decades later which also cleared it out quite well.
But yes, at the end of Fall of Rome, there were a lot more rubble tiles than city tiles, but what else do you expect in an elimation mode?
