jtsisyoda: You were correct in announcing that you discovered Secrets of the Human Brain and you are correct that when you start a Secret Project no notification is nescessary (the players should check the F5 screen for player specific Secret Projects). However, any pop-up information that normally applies to all players are to be announced, e.g. Sister Miriam starts the construction of a Secret Project, etc.
In the in-game menu under network you'll find the customize your faction option. Happy customizing! (Maybe you should try or test this in a single player game first...)

Thirty years have passed and the constant struggle to stay alive and keeping the citizens happy have begun to show. Strange resonance emanations from--supposedly--withing the harsh planet itself are beginning to worry the populace. Scientists are currently researching this phenomenon along with the abundant crimson flora found almost anywhere within Rubinic borders.

An estimated report on our progress has been published. The question is still if there is reason to be seriously concerned.
