I think the "arrow exploit" is where you change production at the begining of your turn by using the games function that zooms to a city where a production item was completed. It then lets you cycle through the cities using the "arrow" keys. This would allow a person to change production or even rush items on that turn if a situation arose. I consider it a cheat.

As BigFree mentions, the arrow keys can be used for changing production/worker allocation to respond to something like a loss of luxuries between turns. There's also something called the 'gold mine' exploit, basically the same process used to get extra commerce from your cities.
I think alot of newer players cycle through their cities this way without realizing it might be a cheat (I did at first). The blacked out map in 1.22 is actually a good reminder that production for your cities is still being calculated, so you shouldn't change any settings.

indeed, yet as E_T will not be upgrading this game will have to stay with all of the v1.15 issues - including the fact anyone can see all through the other players civs whenever they want

From my turn sent to you on the 3rd till Paddy reports he sent to me on the 6th, there's no indication for how long either you or OPD held the turn. That's what I was refering to. I was also just sort of saying it in jest. No offense meant ET. You know I can be much more brash than that if I wanted to be offensive.
