naval bombardment fix
(sorry, I didn't see the naval bombardment thread so I just posted a new one)
I was wandering around in the editor when I came across the unit flag "collateral damage". It turns out that with this flag checked, if a unit (when bombarding) successfully takes off a hitpoint from an enemy unit, it ALSO has a chance to (if it is outside a city) destroy a terrain improvement underneath or (if inside a city) kill a pop point or improvement. If we give all the naval bombarding units this flag, then the AI bombarding cities with units in them wouldn't be a problem because they'd hit improvements too.
