No, Commissioner Lal is not in the game (at least, not as a faction leader; he may be a private citizen somewhere, or possibly undergoing some kind of horrible torture in the Hive dungeons).

Wasn't Lal killed on impact after Hive Freedom Fighters sabotaged his Unity Escape Pod to ensure freedom for Chiron from the crushing dictatorship of an evil democratic government?
