Huh? I remember beelining philosophy before Conquests came out. I'm not just thinking of Civ2, am I?

Yep, just thinking of Civ2.
In vanilla Civ3 and in PTW, Philo is merely a prereq for researching Republic and getting to the middle ages.

The tech only comes in C3C. Maybe you were trying to get to Republic.
