Some times it can be annoying to have to make this call... like with the stockpiled nukes can be used later, at first I haven't given it any thought, but as I came to the part were I had to make the call, I just picked one of the two options...
But it still makes a little sense if the first spy who is sent will not only cancel the nukings, but also "get rid" of the mail sent to the spy who was going to do the sabotage...

Spaced is correct; both he and ADG tried to sabotage and nuke the other, and since ADG got his orders in first, I ruled that Spaced's orders failed.
In hindsight, it might have made more sense to have both sets of orders fail, but, as has been said, the matter was not clear in the rules, so I made the call that seemed appropriate at the time.
