Spys & propaganda?

1. I have built the Intelligence Agency and I have spy in the capitol of one of my enemies. How do you get the dilpomacy screen to allow you to put a spy in the city of your choosing?

2. Also, I want to initiate propaganda but the diplomacy screen won't allow me to select that option (button). I want to get enemy cities to defect through propaganda. How do go about doing this? Both the book and the "Help" are useless in this regard.

Any help would be appreciated.

In PTW and C3C you can use the E on the info box to get to the embassy pr spy items.

If you doble click the icon for the IA it should take you to the screen to use spies as well.
