I'd go for CPU, but I'd call it "Combined Planetary Union" or some such, to incorporate PEACE too. The initials work, it's a digital-like name, and it goes with our ethos, IMHO.
Or call it the Collective University of Conciousness? Not sure, but not so keen on the rest.

"Collective Planetary Union" (maybe not CyCon enough, but with CPU, I don't think that's needed)
"Consciousness Plus University"
With different acronyms:
"(the) Cybernetic Peace Researchers" (CPR)
"(the) University of Conscious Peace" (or "Conscious University of Peace")
