MY QUESTION IS: IS THERE A LIST THAT SHOWS WHAT TYPE OF GOVERNMENT GOES BEST WITH EACH CIV? AND WHAT TYPE OF GOVERNMENT DOES NOT COMPLIMENT THE CIV?

I don't think there is any form that goes with any civ perse. Each civ has preferred form of governent and a shunned one.
This is listed in the manual. I would image it can be found in the editor as well, never looked for it though.

That's true for the AI.

For the human player the short answer is: Republic. For any civ, in any situation. Republic is almost always best.

The long answer can be found in the strategy forum. Or rather heated debate over the long answer can be found there.
