Is there a minimum number of turns .....
Is there a minimum number of turns between declaration of war and resuming diplomatic relationships. Right after you declare war you get the "Refuses to accept our envoy." (or something simmilar) message. And I have noticed that no matter how bad you beat the AI it takes a certain amount of time before you are able to speak with them again.
So does anybody know how is this amount of turns determined?

I have not been able to make any affirmative claim. It does seem as like 6 is a typical number, not a given.

Never noticed anything like a minimum number of turns... But if you beat the AI really hard, they'll want to talk to you about peace...

Not under a certain amount of time. I invaded the Incas, who were still using riflemen, with tanks, artillery, and bombers. In four turns I had swept through them and was down to their last city. They had some tech I didn't have, so I tried to contact them to offer them peace, but they wouldn't talk with me, so I just destroyed them.

oooh, then the AI is really stupid. i'm actually not the most qualified person to answer the original question, since i'm a builder, not a warmonger, and when i get involved in a war, it is to utterly destroy the enemy.

I originally asked the question because I have experienced the same thing as Che. I beat the AI very hard and a fair amount of turns passes (let's say at least 5 or 6) but I still can't talk with them. I wouldn't mind waiting for the AI but in the late game the war wearyness is really hurting me.

I think they will talk at less than 5, if 1. you take some cities, and 2. have an overpowering force one turn from striking capital.
For WW, change govts.

I have had situation when the AI has only its capital left and my armies are at the gates but still they don't want to talk.
But all these cases involve some past conflicts and rather bad reputation which probably has effect on the AI's willingness to talk.
As for the WW I'd rahter have a few turns of severe WW than 7 turns of revolution and a government that would be a lot worse in peace time.

When you are at war with a civ and not actually engaging in battle, it is 10 turns before you can talk about resuming peace.
As others have said if you are in battle with the enemy and are overwhelming them, taking their cities with decicive military advantage, the time will be less.

I don't know if the AI handles anything differently in that spot, but it should.
It would be wise for the AI to not deal with you, given the WW could hurt you more than it and you have proven to be unreliable.
Well I presuming you have beat on it before.
Having said that, I suspect it does not have any such logic.

On the other side of things, if the AI beats you really badly, it won't be as eager to talk with you. It all depends on the situation.
