It's iron. Late game if you don't have anything you can trade or conquer. Losing the iron lottery can be a pain in the ass, especially if there is none nearby to take.

You can have tons and tons and tons of coal, but if you don't have IRON, you can't build any railroads. Without IRON, you'll probably be without much effective offensive force (Longbowmen vs. Infantry, heheh) with which to acquire OIL, RUBBER, ALUMINUM, etc.
Iron got my vote.

Depends on scarcity really - most valuable resources to me are the ones that can be traded for tech, cash etc...
So it depends on era and scacity of the resouce...
It's a drag to play without iron in the ancient era - but it's not impossible (and might just improve your diplomacy skills).
So for me - scarcity of resource = more valuable resource.
It's kind of fun getting all the Uranium at the end and auctioning it off...
It's less fun when the nukes start raining down, but hey! It's only a game.

Most of my games end before uranium is of any use. Oil is essential late in the game, as is coal. But Iron stands out as the most important, IMHO.
Nonetheless, I voted banana.

Who needs Iron or Coal when you have Tropical Fruits?
Anyways, I think aluminum is one of the most important along with Uranium. Without Aluminum you get no Stealth Bombers or Jet FIghters, which are crucial. Also no SAM batteries
I can usaully get quite a few strategic resources with a great early air force and an okay ground force.

I voted coal
Although rubber is a very close second. I have only played on in 1 game without coal and although I did win by culture, there was no way I'd achieve any other kind of victory.
As it was, I got involved in a protracted war with Ghandi over a coal resource that disappeared 15 turns after I captured it.

Most valuable is oil. Without oil you will not play in the modern era.
If you want to test value of oil vs XYZ, create a scenario with '0' occurance of oil && XYZ and see which hurts your gameplay more.
You can work around and play a decent game with about any other resource, but not without oil.
Guess Fireaxis didn't know Germans could make synthetic oil and keep going when allies cut their oil.
Now that would be in interesting small wonder: synthetic oil factory.

Yes, but the synthetic was horrendously expensive to produce and was a petroleum derrivitave not a complete synthetic. As such it allowed them to stretch their limited quanities of Oil, not replace them. It was only when the Poletski Oil fields fell to the Russians in early 1945 that the fate of the Third Reich was sealed.
Still the Synthetic Oilo factory would be an interesting SW for CIV 4.
We know that Oil is the most valuable IRL but in the game you should be able to capture enough land to make sure at least a limited supply falls under your sphere of influence (as most games do not have an occurance of 0 for oil) .
