AI Control
Is there any way to modify the tactics and strategy of each civ? Ex. control how fast they expand, how many cities they build, their military, economic, and science focus, etc. I've done some in the other games (Call to Power series) but I've forgotten it all and don't want to mess my files up if I forget something or if the files are differenent for Civ. III. Any help would be great.

Not exactly.

The editor allows you to change their aggression levels and to emphasise what they build which will affect what they can do. Optimum city number and some other things are fixed.

You can use flavors to influence a number of things. See the the AU forum for some of the attempts to use them.
