Err... I was pretty sure the Council resolution clearly stated something about just having a ceasefire between PEACE and CPU and that was it.
No mention of Hive anywhere in there... nope.
There were calls for a neutral third-party to oversee the negotiations and it was agreed that Tass could do that by just watching and making sure the messages didn't get messed up in transit. But no mention of peace between Hive and CPU, and thus CPU broke its word.

As far as I know, the Hive is aware of the fact that CPU and the PEACE have agreed to convene peace talk. However we are not notified about the establishment of a ceasefire between the PEACE and the CPU that is contingent upon the Hive's action. While Hive is trying its hardest to root for PEACE's subsistence in this planet, I fail to see how Hive could break a ceasefire between two other factions.

The Central Foreign Affairs Subcommittee Bureau of State Information is behind on its processing, you should be receiving the laws in 2 to 3 months time.

This aspect of the cease-fire agreement between CPU and PEACE was also unknown to PEACE at the time of signing.
If this aspect had been made clear to PEACE diplomatic specialists then the agreement would not have been approved as PEACE has never claimed any ability, nor any privilege, to alter Hive policy.
