(always locked, and then unlocked when they need to be updated) Why? So that noone will post to them, thus making 100% sure that they stay on-topic

. Ming has also used this feature a few times to make announcement threads in the OT that noone could answer to, thus making sure they stayed announcement threads, instead of becoming discussion threads.
