I wouldn't call SMAC "Sci Fi" that much because most of the techs are based on very possible things. SMAC's techs are probibly more realistic than CTP's >2000 techs too.

The Asimov/ Robert Heinlein type definition of "sci-fi" does not imply non-realism. Science fiction does not mean Science fantastical, necessarily. AC is Sci-Fi. People would argue that the Star Trek universe is more realistic than the Star Wars universe, but they are both Sci-Fi.

Since SMAC's techs don't exist yet, they are still SF

And you can't say they are more realistic then CtP since we know about nothing of futur tech in CtP, except for something call high pressure construction wich make sense.

Is SMAC's Ethical Calculus more realistic than CTP's Zero-G Engineering?

I would class SMAC as a Sci Fi game.
Apart from the graphics and the sound, which they will ultimately fix, it is the reason I am not interested in it.
