My own personal picks..
1. CIV II
2. Heroes of Might and Magic II
3. Master of Orion II
4. Panzer General
5. Steel Panthers
6. X-Com I
7. Master of Magic
8. Asendency
9. Jagged Alliance
10. Empire Deluxe
Funny how all the games are several years old or more. Guess "better" graphics does NOT mean a "better" game. 
ToT would be around 20 if I continued a list....

You people are really sick over ToT. They hardly touched the interface (aside from the map and the city screen), and you all claim the graphics made it worse. Whattaryou? Blind? I can make out everything fairly clearly. If I don't know what it is, then I USE THE FRIGGIN status bar!
But I know White on Black is hard to read for some people. (Although I don't know why that is... they must really hate using their right brain, where that would be processed).
But Civ II (and all its add-ons) and Moo II are the greatest TBS ever.

I think you will become blind... if you keep looking at that TOT screen.....
As for the colours... well why should you have to look at the status bar... that's what the colours are there for, to help you to differentiate between different civilizations, 'at a glance'
