Republic: The Revolution
It's not out yet, but CGW (Computer Gaming World) seems to think not many people would be interested intrying to ascend to power in a city in a Soviet-type era. I don't know who wouldn't!

Since games like this are very few in number, I don't really care that much about being able to zoom seamlessly from satellite image to the details of a rose like they say it will. Actually I'd be fine with a game like this that's mostly text, I just wonder if there's one out there.
