By what does the computer judge the top 5 cities of the world?

I believe the two most important factors are number of wonders and population.

To be precise, I think it's based on civ score. From memory (so I might be mistaken): 25 pts per wonder, 2 points per happy, 1 point per content/specialist, 0 points per unhappy. So the top cities tend to be the ones with the wonders.

And when various cities appear to be equal, it seems to rank them according to colour - that is, their order in turn.
