Gaians and Hive have each other's freq.
Morgan and UoP have each other's freq.
TB and Spartans have each other's freq.
Lal has everyone's freq (see storyline).
The concept in the game, is not to have the freq of the other Pact associations until you meet in-game. Also, the intent was for you to not contact Lal first, until you meet in-game. If Lal contacts you before you meet in-game, view it only as harrassment. you should not initiate Lal contact before you find him, even if he contacts you before that. Because of this, he was able to call the election, and I deadlocked it before shipping the game. This is probably where the frequency confusion is comming from.
sorry to have left these details out. as one of the first scenarios, there are bound to be a few bugs found.
does everyone want a hint regarding Lal?
