After having been snubbed repeatedly by Peacekeeper diplomats, the Nautilus negotiators return to Safe Haven with the gloomy message: "The truce is ending". Although the two nations are still technically at peace, tensions are rising over rumours that Peacekeeping forces plan to build new coastal or sea bases with North-South coordinates South of 43 (i.e. between 43 and 79). Only an agreement not to do so without prior Nautilus acceptance (in exchange for the same favour from the Pirates North of 42, for example) can now deter the Pirates from an artillery campaign against the Peacekeepers.
In response to the KFA (Nautilus Pirates Kelp Farmers Association) "Save our Kelp" campaign, the Captain has announced, "Any foreign coastal or sea base South of 43 created after M.Y. 2116 will be terminated with extreme prejudice, unless prior agreement to the base was given by the KFA." It is to be noted that kelp farmers are avid fans of Hive paintings and poetry as well as Data Angels' telvids and touchbooks, so for these two factions agreements should be very cheap

Oniron, you've being making various offers and making various comments, but nothing that has been of interest to me. I get the feeling that you are hostile though.
It's too early for use to decide who we will make treaties with, but if you attack us the decision will be made. If you would like to exchange maps then that will help us asses the situation. If you want to trade tech then make a proposal, but you keep trying to make a treaty and we can't commit to that right now.
We don't have any enemies right now. We don't want any. It's really foolish to attack a human player at this point, but if you do we'll devote our full resources into fighting you.

We are not interested in exchanging techs, treaties or maps with your faction, although we will gladly give away some if it facilitates a deal.

You have two options. If you do not agree and I back down, the Nautilus Pirates will see me as weak and unfit to lead them, and the KFA will use this perception, as well as people's fear that the cost of kelp will increase, to incite the drones to riot.
My original offer is still valid, with or without treaty at your best convenience.

The Hive also announces it will be nuetral in this conflict for the forseeable future wishing instead to focus on expansion, infrastructure, and unnamed "border problems". The Hive however will continue to trade as normal, supplying the much loved Pain-Brain(tm) line of paintings to Captain Onirons populace (cross your eyes and it looks 3D!) and the usual wave of propaganda, errr.. literature, to the voraciously literate talents of Brother Smith.
The people of the Hive as usual, of course, support the chairman wholeheartedly.

Oniron is now on the N.P.F. PearlChaser (Nautilus Pirate Foil nicknamed "Pearl October") and will be getting back to Headquarters whence he will send the turn in about 36 hours (using software only available at that location for security reasons).

I fully agree with you but, if you build a coastal or sea base South of 43 I will have:
1) Wasted terraforming time to help you,
2) To spread my cities in a line thus exacerbating efficiency problems,
3) To build much more defensive units even in times of peace.
Your lack of coherent reponse to my very generous offers (all I wanted was a yes or a counter-offer without my maps or a pact involved) suggests that you are stalling for time in the hope that I will revert to civil production while I figure out what your position is. I won't. Although we will both lose out in this war, at least the victor will have a clearer view of the world
Unless I receive an offer from you by the time I get back to headquarters, consider us at war.
By the way, I now have a good dozen mobile units, including two foils and two transports, all four with 2t armour, a probe, the chopper, and the wisdom to fully shell enhancements and Ogres before invading. Your call.

The Pirates regret to announce that, due to the deadlock in coastal real estate negotiations, the Captain has authorised military action against the Peacekeepers.
This is a limited campaign of destruction, and its aim is to bend the will of the Peacekeeper faction, more than territorial conquest or material gain. The Pirates will consider any peace offer that includes the Peacekeeper forces not building any new coastal or sea bases South of 43 without Pirate consent.
