I have taken a look at the save RedFred sent me and well... this one cannot be salvaged.
It is suffering from an even more extreme version of the bug that struck the Chiron Winter game I set up at ACOL. Alinestra Covelia is on Transcend difficulty. Googlie and Misotu are on Librarian (fewer drones and 24 SE change cost); apparently RedFred is then on 'Sub-Citizen' (-8 SE change cost and probably 7 non-drones, though I am unable to confirm that as he does not have any bases that size yet). These settings are to my knowledge permanent, at least there is no obvious way of changing them once the game is underway.
So the 'best'  solution I can offer is a restart, if you are still interested. The problem can apparently be solved by checking an additional flag in the scenario editor. Up to you whether you want the same map or a new one.
Sorry about it all. I really wish I knew what caused this. It is especially worrying if it means that all the games I have started lately suffer from the bug. I will have to check that tonight.

Thanks for getting back to me so quickly Tau.
"Subcitizen" Prophet RedFred votes for a restart. I was using this as an experimental game anyhow. I learned a pile of stuff already that I will do differently next game.
I have no strong preference as far as maps. I didn't explore all that far so I don't have a problem with the same map if it means less work for Tau Ceti.

You know, I *thought* it was odd that Ali, as the Hive, was getting drone problems with her second citizen while I was getting no drones in a size 2 city as UoP !
I just put it down to not understanding how the Hive play in the early days - I've never played them.
I agree we should re-start - we're not that far in and the turn rate has been pretty good so far. Thanks to Tau for offering to do the work ...

I am hoping to fit in a couple more turns before heading to the Interior for Christmas. I'll be heading up sometime between Friday and Sunday. My sister has a high speed cable hookup but she is having some trouble with her PC right now. So although the possibility of playing when I am up there exists, it can't be counted on.
I am coming back on Boxing Day. So the maximum I'll be out of commission is four days.
I had a thought that something was wrong with my start so I sent a .sav off to Tau. Just paraniod I guess; everything is fine.
