Sorry, the hold-up is entirely my fault

My game came up saying that Allie had called the election - which I didn't think we were in a position to do according to the rules. Turns out that it wasn't Allie at all - but I double-checked in the game and my protocol director is definitely claiming that it's Chairman Alinestra who called the Council. Must be a bug

So many apologies, and 2139 is finally off to RedFred.

You will always be told that it was the previous human player who called the election (in PBEM; it works correctly in hotseat and, I presume, IP). So it is a bug, albeit not a very serious one.
