This is interesting. The way I thought it worked is that vote totals are frozen when the council is called, while who is a candidate is not (this has sometimes led to players not being able to vote for themselves after somebody else has already voted for them).
But if the vote totals changed mid-election here, that contradicts my theory. So I would quite like a save; preferably Hobbes's from the turn he called the election, if he still has it...

Re the election it was my mistake.
What happens is first the screen comes up and I vote. Then I count from the comm link figures what I need to win, not realizing that comm link figures and vote figures are not the same. Now I will know for next time to note down the figures when the vote screen comes up.
(I just reloaded the turn and checked).

Ummmmm, how can the candidate change if the vote totals are fixed? I don't have a save- I only keep my last save; though it appears Buster has explained that apparent discrepency.

Because the game checks current population rather than frozen number of votes to see who are the top two at the moment. Another bug, of course...
