Steven: Do you mean the diplomatic screens? Click on the commlink, click on the faction, and it brings up the multiplayer comminications screen.
You can select of the various options by clicking the button, and/or you can type a message (about a line and a half max) in the text window at the bottom, and then hit enter.
To offer a tech, either click on the "offer a tech" button, and select from the scroll list (it'll show which ones your pother faction has or hasn't) or else click on "offer all tech" - that brings up all the techs you have that the other faction doesn't. Clicking on any one in the hilited list will remove it.
A trade typically takes about 3 turns to consumate, so in practice we work out as much in advance as possible (e.g. here's xxx tech in return for your yyy tech in 3 turns OK? - just keep it as "negotiating". The other player should answer "accept", then when you change yours to "accept" the trade will go his way next turn. When he gets the tech he has to send you, he should enter it into the trade box and hit "accept" hten when you open the tiurn, you hit "accept' and you get the tech - saves a couple of turns that way.

You are allowed to input 3 messages per turn into the commlink text box for any faction (actually you can enter more, but only the last three will be visible to the recipient)

Note that just typing a message in the diplomacy screen will not make the window appear for the next player (though the text will be there if he opens it). If you want to make sure the other player gets your message, make a dummy offer of 0 energy.
Also note that in-game communications are officially forbidden until you have met or got the commlink frequency from someone, so please do not make any treaties, tech trades, map exchanges etc. when you are testing things out.

Thanks for this Tau Ceti, I won't do any more testing until I actually meet another faction. Why is it that when I click on comms, it already comes up with the names of the other player factions even though I have not made contact with them in the game yet?

Firaxis decided to make the rules so that human players always have the ability to contact each other. This can be modified in alpha(x).txt, but will often require all the players to do so...

I would have thought a game as well developed as this would allow you to turn a player over to A.I. when you are away but apparently not!
