It is my understanding (correct me if I'm wrong, Mis) that once you call elections, reporting it by post or e-mail, then you are free to contact other players, human or AI, as can any other candidate in the elction (or other human player, to make or seek a bribe for votes)
What we can't do is use the diplo screens to make or respond to a bribe offer from another human, 'cos that is the computer, not the human, making these offers
The intent of e-mailing (preferable to posting, since some of us don't open the thread until we've played the turn, so wouldn't know the election as called until opening the gamescreen) is to put each candidate on an equal footing as far as soliciting votes from other humans, and offering appropriate bribes.
Really a moot point in this game, being a team game, but quite important in others, especially the seven-human games.

That's right, no bribing or accepting bribes from human-controlled factions in the election screen. Apologies for the reload message - my PC tried to dial in while I was playing the turn and the game froze Nothing changed, except that one of my units didn't make it onto a new square with 0.3 movement points left the second time around ...

Grumble. Just like a real election. Didn't like any of the choices. What the heck, I'll go with Alinestra.
I once had a single player game where I bribed enough votes to get in for twenty years. When the next election came up I wasn't even one of the candidates. By voting strategically I managed to deadlock the election and stay in another twenty years.

Okay, a few things need to be mentioned here, since this is my first PBEM and I'm not au fait with PBEM Planetary Council.
I have called a Planetary Election and the two contenders are myself and Misotu. I've voted for Misotu. I understand that in this case we are not allowed to contact other human players to make deals, nor may we accept computer-offered deals from other players' factions.
If I have done anything untoward, please excuse me as it's my first ever dalliance with PBEM procedures. Also please excuse the Chairman Yang as well - it's his first ever dalliance with democratic electorial procedures.

(And it is interesting that citizens in transit - forming colony pod convoys - are disenfranchised. If I hadn't built 3 CP's last turn but instead had left my good citizens tilling the fields and tending the forests in their home bases, I would have been the other candidate, not AC. I expect the great democracy advocate and defender of the UN Charter to rectify this injustice)
