I think he's asking what to do if one of your allies asks you to declare war against another of your allies.
If you decline, there's a chance the first ally will cancel the alliance. If you agree, your reputation will suffer. To me the important thing is which alliance I value more highly. The deciding factor is usually trade.

I'd agree. Factoring in size, proximity and whether one of them's, say, the Zulus. Who have been known to go berko with unfortunate results.
