AI_Scripter: First of all you are wrong about the worker compared to radius of the city! The truth is:
1. The tile the city is on is worked on its own
2. The first radius tiles (8 tiles) are worked by the first 6 workers (size 1-6)!
3. The second radius tiles (12 tiles) are worked by workers 7-18 (size 7-18)
4. the third......size 19-33
5. the fourth........34-46
6. the fifth..........47-...
that means: the workers in 1st radius are the most effective since each one works 1+1/3 tiles!!!
e.g. a city size 7: the 6 workers work on the first radius (8 tiles) and the 7th works the 1/12 of the second radius which means that the effectiveness of a tile improvement in the second radius will be minimal.
The lesson is: always build tile improvements in the inner radius first!
About the other calculations you make I think you don't take into account the overcrowding effect, which is very important! At impossible level this effect starts at size 6 and grows slowly as your city becomes larger. This means that in a city of size 12 a large amount of the effectiveness of tile improvement is wasted because of overcrowding. (the red in the growth bar represents this overcroding effect). BTW the lardest cize a city can reach without aqueduct is 18!

+1 ad.farm: food 140= 120 + 6/6*20 (full effectiveness of the farm), growth 599
+farm +aqueduct: food 140, growth 612 (increase 13...minor effect)
Size 7: food 132, growth 306
+1 ad.farm at 1st radius: food 152= 132 + 6/6*20, growth 480
+1 ad.farm at 2nd radius: food 134= 132 + 1/12*20, growth 327
+farm 1st radius +aqueduct: food 152, growth 503 (increase 23)
Size 12: food 190, growth 84
+1 ad.farm at 1st radius: food 210, growth 155
