is there a way to prevent the mayors from building a specific improvement you do not want to have (ie. arena, movie palace, oil refinery,etc.) I usually do not use these improvements until later in the game, however the mayors always want to build EVERYTHING. Is there a way to take out certain improvements until needed later (such as when I have discovered Conservation)

put something else in the build queue. the mayor will not change it. the mayor will make a decision about the build queue if it is empty...
