i can't build televangelists!

i've just noticed something, i have not been able to build any of those televangelists in the games i've played. i think i saw the option to build the cleric ONCE but maybe not... do i need to be a specific government to build those guys?

Things is, as with all gov't-specific units, they disband if you change gov'ts, so keep this firmly in mind.
